On November 20, 2002 NCVT initiated the creation of the Council of Licensed Centres for Vocational Training at BCCI. The founders were 19 out of 30 licensed Centres for Vocational Training.

The participants adopted the Statute of the Council stipulating its structure, organisation, activities, tasks and management.

Mr. George Tchernev, Vice President of BCCI and President of NCVT, was elected President of the Council. Vice Presidents became Mr. Gerhard Rettenbacher - GOPA, and Mr. Dimitar Preslavski from the Training Centre of Information Services Plc.Since April 7 , 2005 President of the Council is Mr.George Stoev.

The discussion focused on improving the standards for vocational training according to the EU requirements; stimulating and increase in payment for the trainiers; interest representation of the centres before the state and social organes and organisations; protection against unloyal competition, monopolism etc.
